Added the language 'Scottish'

Description
Created a new language called 'Scottish'. Scotland and all it's cities now have it set as their first language. This now means all Scots will have to learn the English language if they move South because it's considered a completely different language. You can also list it as a known language on your managerial profile.

yeah you have to start a new game and tick the box in the database section before loading.
