!Combat Balancing - Spaceports Expanded compatibility fix

Description
This is just a little compatibility fix for my combat balancing mod and the spaceports expanded mod.

Enjoy your massive spaceports and some proper balancing mixed together :) (actually this fix is only a defines file, changing the upgradable levels, fleet cap and costs for it.)

This is just the compatibility fix for my pre 2.0 version balance mod. Its gonna be a massive task to bring that up to 2.2.1

Fixed the Mod, it should work properly now.
