Better Alcohol and Skooma

Description
Adds inebriation and addiction effects to alcohol and skooma as well as greater buffs to balance it out.

Alcohol Buff: +10 Carry Weight for 4 minutes
Alcohol Withdrawl: -25% health regeneration
Addiction chance: 5%

Skooma Buff: +2 Stamina regenerated for 8 minutes
Skooma Withdrawl: -25% stamina regeneration
Addiction chance: 8%

Addictions can be removed with a Cure Disease potion or by praying to one of the divines at their shrine.

@Mr. Mad: Not really sure what I could do on my end to fix it really. I'd assume you'd need to use Bashed Patch to merge the files but I've never used that before. If it's 'Total Realism - Basic Needs' it kinda sounds like it does a pretty similar thing to my mod already as far as alcohol goes.

dose this make sooma more ... common.
