Finally finished the map, and all the triggers worked properly. Must be aware there could be some slowdown once the enemy areas are opened up. A fitting ending level for this campaign

Brand new trigger system used for the northern part. Should now work fine.

Strange. I suppose it is possible that the northern trigger may not always work quickly. However, in order for yellow/white to be released, it is necessary for red to have been defeated. Red is usually released around the 17-18 minute mark, and has been every time I tested so far. Perhaps try again and see if it does it again. Perhaps something went wrong ingame.

I placed an outpost in one of the areas, and created two underminers of my own, triggered them, now it seems the empire worker is going to finish the job, just taking a while

I just went back into the level. I did spy an empire themed worker wandering around in the hidden area to the north of the northern dungeon, and currently 2 visible underminers, with the rest just being empty flags. Is there some even I missed to get the dungeon open?

Sorry, I meant yellow--but the underlord is blue when played per your instructions. If I remember correctly, the first opening was into the Empire area, then Yellow (blue in the game) attacked, but there has been no access to or attack from the northern-initially red underlord

After further testing, it seems that the trigger works fine. As a side note, blue should be your ally, and you need to destroy red (top) before the next trigger kicks in.

Blue (position) should be your Ally. Shall look into why the northern one was isolated though.

A very interesting level. I had to restart due to the first attack from Blue. Got through that, but I am 2 hours in, and the green--northerern dungeon lord, remains isolated.
