Why are we still here? - Incapacitated / near death sound

Adds the Kazuhira Miller Short speech in MGSV when the player is below 30 health during the incapacitated state (does not activate by being grabbed or falling from a ledge)

Considering the usual scenario, you wont survive to hear all the speech, but still.

It conflicts with any mod using the files "iamsocold" and "iamsocold_l4d1"
