'Why Not?' Casus Belli

Casus belli for everyone. Go to war with whoever you want, no reason needed.

At the very beginning of the game, the player will get a setup event to choose whether or not the AI can use the casus belli. If you want to have the setup event fire again so you can change your decision, type into the console event whynot_casus_belli_setup.1

Compatible with pretty much any mod. Doesn't edit any pre-existing files, just adds new ones.
