Secret Hitler Expansion Deck

Description
A fan-made expansion deck for Secret Hitler. Each player gets two random abilities at the start of the game. Each ability can only be used once during the game when they are revealed, unless stated otherwise. Liberals can only use one of their abilities. Fascists can use all of their abilities.


Setup:
To setup the mod in-game, you must use Secret Hitler: Consolidator edition.

Save the Secret Hitler Expansion box to your saved objects. When you have Secret Hitler: CE open, load the box. All of the objects should automatically unpack for you.


Rules:
R1. Setup: Deal three abilities to each player at the start of the game. Keep two and place one back in the deck.
R2. Liberals can only use one ability per game.
R3. Abilities are one time use only unless stated otherwise. Keep them concealed until you use them. Announce when you are using an ability. Text in brackets restricts when they can be used.
R4. Abilities resolve in the order that they are revealed. All parts of the ability must resolve before the next ability can begin to resolve. The exceptions to this are Saboteur, Hacker and Puppeteer, which are played in response to other abilities.
R5. Unless stated otherwise, abilities cannot be used while there are policy tiles in play. After a government passes, abilities can be played before the president draws policy tiles and after a policy is placed on a tracker.

Hard Mode Rules:
H1. Any ability that is revealed must be played.
H2. When playing an ability, make sure it is face down when coming out of your hidden zone. Announce to the table \'I am playing an ability\'. If nobody else is contesting you for playing an ability, then you may flip it over and reveal the ability.
H3. You can contest someone for playing an ability if you do it within half a second of the other person. The person who goes first is chosen randomly. After the first person finishes resolving their ability, the second person has priority to play an ability before anyone else.
H4. If an ability is played before it is legal (i.e playing a card that can only be done after Hitler Territory before Hitler Territory), the card fizzles, meaning that it has no effect. It counts as playing an ability and remains revealed on the table.
H5. All of these rules also apply for revealing artifacts.

Terminology:
T1. Round: A "round" starts when the presidency placard moves and ends after the presidential power gets used or a play gets downvoted. If the government is interrupted without a vote going through, it does not count as a round.
T2. Reshuffle: Place the policy tiles from the discard pile into the policy deck and shuffle the deck. Reshuffling when the discard pile is empty results in a deck shuffle.
T3. Negate: Every part of the ability does not resolve.
T4. Right after: This timing window refers to the time before anything else happens. This includes a player using an ability or a presidential power, or a president choosing a chancellor.
T5. Reveal this ability before voting: The ability can only be played while you are still voting on a government. It cannot be played after the vote passes and before the start of a new voting session.

Etiquette and Timing:
E1. Saboteur and Hacker cannot be used once the player has already started performing the actions of the ability. When you announce an ability, wait at least five seconds to give other players a chance to respond before you play your ability.
E2. If a player wants you to wait before you use your ability, give them at least thirty seconds to decide whether or not they want to respond to your ability.
E3. After a government passes, wait at least five seconds before you draw cards in case someone wants to play an ability.
E4. After a player dies, wait five seconds before asking if they are Hitler in case someone decides to save them with an ability.
E5. If a government fails and a topdeck occurs, the topdeck happens at the end of the round. Abilities may be played right before a topdeck.

Clarifications:
C1. Dead players cannot use abilities or flip over artifacts.
C2. A player with Aegis cannot be targeted by any abilities. Their abilities also cannot be interacted with in any manner.
C3. Players with the Silenced effect may reveal artifacts.
C4. Abilities that can be Hacked: Martyr, Harbinger, Collector, Pacifist, Pariah, Surgeon, Jester, Decider, Usurper, Rebel, Specter, Dictator, Gambler, Senator, Fisherman, Trickster, Scout, Reporter.
C5. Abilities that can be Puppeteered: Spy, Harbinger, Collector, Soulmate, Librarian, Silencer, Poisoner, Assassin, Broker, Guardian-Angel, Knight, Pacifist, Pariah, Bandit, Avenger, Big-Brother, Specter, Mentor, Denouncer, Spiritualist, Scion, Drunkard, Detective, Reporter.
C6. Cards may not be traded while an ability is being played.

The cards are standard poker sized playing cards, 2.5x3.5 inches, printed at 300 dpi. A 32 pixel frame has been added to each side to account for print bleeding. I recommend printing them out on makeplayingcards: https://www.makeplayingcards.com/design/plastic-game-cards.html

Why does a game called secret hitler have an expansion with weeb art cards and seemingly magical abilities?

Okay, that's good to know for a first-time setup, but I'm just curious if there's any documentation for what the check boxes actually change. One of the joys of a custom setting game is being able to actually customize :P

@IceMaverick, the default settings should be fine. Keep the swap government and swap power checkboxes checked, and keep it at 3 cards (which is the number of cards dealt to each player at the start of the game)

When the expansion is loaded in the game, it adds a number of new checkboxes to the setup tab. Is there any explanation somewhere for what the various checkboxes do and how they affect setup?

It's usually when i join a game already running the expansion. There probably isn't anything aside from getting a better pc, just thought i'd try, thanks anyway

@The Senate, are you crashing when you try to open the expansion mod? One thing you could try is:
Open Secret Hitler: CE. Click on the Games button. Click on the Workshop button. On the Secret Hitler Expansion Deck mod, click on the three dots button and click Expand. Then just click on the SH Expansion Box to load it into the game. This allows you to load in the box which will unpack everything without having to open the Mod. If that doesn't work for you I don't know what else can be done.

Whenever I load this my game crashes. It doesn't when the regular consolidator edition is loaded, only when this version loads to about 80%. My pc is trash, so there is probably no fixing it without me getting a new pc, but if you have any suggestions for something that I could do, it would be appreciated.

@TheTrueBrawler, the cards are protected with card sleeves so that the cards do not get damaged. It helps with the resale value.

Why do all of the card images have transparency around the edges?
Cards aren't like this in real life. It looks weird.
