Report a translation problem
The scenery objective is possible, but ridiculous. Did you perhaps confuse scenery rating with park rating? When the scenario starts, the scenery rating is 76. The game does not give rating credit for locked scenery. If everything is unlocked, the scenery rating is probably around 600 or so. 2500 is a very high hurdle. As an experiment, I placed a $30000 scenery blueprint. It raised the scenery rating by less than 100 points.
There are shop skins clearly intended for use by the scenario player that are locked. These are near the Hammer Swing.
Everything else was very good, and I did enjoy playing.
