I don't even remember what it does its been that long haha.
If I recall, it provides the heat, cold and radiation protection that the EPP would normally provide so players don't have to keep switching between EPP and Jetpacks.
So whatever other mods do is beyond my control.
My objective - compatible with base game. So far so good (^^,)
I don't mod SB anymore, but happy for someone else to grab the asset and make a spin on it to whatever suits their requirements.
Did you read the manual? (craftable book item in hand crafting menu)

Basically if you have the fuel jetpack you need to make fuel cells and consume them like you would a consumable item.
Fuel jetpacks should have a mini resource bar above your head when you wear it. Only GUI is with the body tech item which brings up a menu showing fuel and maneouvres the player can activate.

Personally, I tampered with things a bit to make the booster pack act just like the rocket pack, so now I have two different designs that work great for everything I need. Even using the awesome Wolfen Gunship I still use these to jump out and fly back up to it, so they can be a plus even when using vehicles.
Yeah I ended up with a few variants on how they move. People wanted packs to last forever and I said no, because I believe in balanced game-play. But yeah you're right, I mainly made them to overcome obstacles and there really isn't any use case in moving around a base, but rather scaling mountains or just hovering across water or fraging monsters.
Since I retired from modding this game, I'm certainly sure there are much more efficient and creative methods of moving around nowadays
I appreciate the effort, but whatever method you needed to use to make them work is very much not user-friendly.
Any kind of mining, dungeon crawling, or casual use in your base is right out, which makes it useless 99% of the time.
Meanwhile, shuttles exist and can be used for traversing the skies with much more simplicity.
