The first link "Publishing to Steam Workshop" is pretty straighforward. Proleric then goes into more detail about requirements.
It took me two days to figure out I had to give Valve $5 to post anything myself. Definitely makes me think of Steam as a crappy secondary source for sharing custom content compared to the last 15 years of sharing stuff for free. Plus, having to upload through a game is very inconvenient (no drag/drop, have to manually type in a file path (no copy/paste), no progress bar, etc.).
It still acts like a normal dart in-game, except it looks like a snowball. As an override, you'd be the only one to see the change unless people you're playing with also have the same override.
