Border Colour Swap

Description
Swaps the display of primary and secondary colours on the map, so border trim is in the secondary colour, and territory is filled with the primary colour.

Doesn't seem to work. neithher do other mods that are supposed to do the same thing. i think paradox pulled some shenanigans

because paradox still doesn't have a proper plan for stellaris, after all this time.
as shown by the massive changes to core gameplay instead of improving the already existing mechanics.
