Ok I have been able to fix the problem, you need to copy the latest version of the 00_rules.txt file from 2.0.2 over the one provided by the mod, once that has been done, you need to edit that version and change the following lines;

#Root = country
#This = planet
can_colonize_outside_borders = {
always = no
}

to

#Root = country
#This = planet
can_colonize_outside_borders = {
always = yes
}

And that's it. It's really that simple.

In version 2.0.2, I have noticed a major bug that appears to only happen when this mod is in use.

Currently I have noticed a number of empires declaring war but are not making any efforts to engage their enemies. Instead they idle in their systems with no fleet moving. Once the mod was removed the empires immediately start sending their fleets out to attack. Upon closer inspection, before the mod was removed, each empire had added a huge number of systems on the galactic map as restricted, including those of their enemy. This meant the AI wasn't able to send their fleets there, once the mod was removed, the AI untagged the restrictions and the fleets were able to move once again.

I hope this bug can be resolved, I have played my current game with this mod, and it appeared to work fine from 2.0.0 until I updated to 2.0.2. So it is clearly something that has changed from 2.0.1 and onwards that has caused the issues with the mod.

Interesting. What happens if two countries both have colonies in a system with no outpost? I really want my Primitive Players mod to generate an Expanse type scenario with multiple countries in one solar system and haven't figured out how to do so in 2.0. Have you played with that at all or did you just remove a restriction on colonizing?
