Report a translation problem
1: the stones had been corrupted and as you saw lurkers appeared, the shrines basically would act as oblivion gates if that is how i guess miraak's plan was
2: the books only worked on solstheim because of the fact that the link of apocrypha and solstheim is a little gateway
3: oblivion was cut-off at end of oblivion and secured the boundries, if you could just pop anywhere in oblivion at any location in skyrim or hammerfel or whatever then there is still a oblivion crisis, just less summoning.
