Yes, I did not address the dialogue for upgrading the stage coach past stage V, don't think most people care (it should give an empty string) providing appropriate text strings for that feature would have negatively impacted the compatibility of the mod.
you can add another upgrade by basically repeating the changes I made, compare the files in this mod to the base game files and you should be able to see what to do to add another level.
There isn't really a hard limit here, although I think going more than one level further might start to negatively impact the appearance of the UI.
Btw the message you get on the journal is "bugged" after you upgraded the stage coach hero barracks.
Also is there a way i could add another possible upgrade to the hero barracks? I'd really like even more space on my roster, but i don't want to just basically cheat.
From what i have seen your mod is the best in that regard since it's actually not overpowered because you have to pay resources in order to acutally get access to the benefits.

if you've seen _no_ >level 0 recruits for 6+ weeks I'd still suspect whatever mod you add the most recently (e.g. cataphract) but afaik it doesn't modify the stagecoach so I'm guessing you just had a string of RNG.
If you do not have any mods that affect the artwork or animations for flagellant you should validate your game files / delete and reinstall through steam. If you do have mods which affect the artwork for flagellant, please direct this bug report to those mod maintainers.
