Terminator Start Fix (2.0.2)

Description
Gives Determined Exterminators the Administrative Array building instead of the Planetary Administration so it won't be deleted at the 01.02.2200.

I implemented a separate event so it's completely compatible, even with mods that change the event for tombworld starts (game_start.32).
