From Kaiju Big Battel it's Dino Kang Jr. He is with Dr. Cube's Posse but not much of a batteler.

Credit to Professor Voodoo for my direct inspiration on how to pull of Dino Kang's head.

His finisher is the Shooting Star Press. He only ever used in in an audio only podcast, it has never been beheld in person. He also does commentary for fightos, but just screeches.
