Here are the required bricks:
1x Wheel 3x4
1x Redirector 1x1x0
1x Redirector zylinder 2x2x1 02
1x Half shere 2x2x1
1x Redirector zylidnder 1x1x1s
1x Cone 1x1x1
3x Zylinder 1x1x1s
4x Redirector zylinder 2x2x1s

1. Place a 1x1x0 redirector, a 1x1x0 zylinder, and a 1x1x1 cone.

2. Place 2 1x1x1 zylinders on top of the 1x1x1 zylinder.

3. Place a 1x1x1 redirector in the middle. This will be the spot where the whitewall part will be placed on.

4. Place a redirector zylidner 2x2x1 on the 1x1x1 redirector. This will be the whitewall part. Copy and rotate it until the gaps are filled.

5. Place a redirector zylinder 2x2x1 02 on the 1x1x0 zylinder.

6. Place a 2x2x1 half sphere on the 2x2x1 02 redirector. You can make it any color you want. I just chose orange as the example.

7. Place a 4x3 wheel on the back of the middle 1x1x0 zylinder. The wheel should be the same color as the half sphere.

Voila!
