Gwen's Drawbacks and Challenges

This mod adds two new kinds of civic. The first kind I call a drawback that grants civic points by giving your empire a negative modifier. The second is a challenge that changes the way you play in a major way. For normal empires drawbacks are referred to as Vices. Machine empires call theirs Glitches, and hives are called devolution. You can’t have more than one drawback or one challenge. Because of the way the game works you have to reform your government at the start of the game to take advantage of the additional civic points so I gave you a 250 influence boost at the start. None of these civics can be removed once selected. You are stuck with the drawback or challenge you have selected.

This mod uses some of the civics from my old complex civics mod.

THIS IS AN ALPHA BUILD AND STILL NEEDS BALANCE TESTING. FEEDBACK IS VITAL
Expect a few more traits every week as I get feedback on the existing ones.

No core files were edited. It should work with everything.
If you would like it to be compatible in some way with another mod, feel free to make a patch.

Someone is going to be writing better fluff descriptions for any new civics I make as they have time
someone on standby to update things when my health is really bad for a while (like it often is months at a stretch).
