Description
Name: Spectre operations

Source: Starcraft 2

Leader: Gabriel tosh

Homeworld: Haji

Ideology: pragmatic

Behavior: oppurtunistic, spiritual

Description: A bit crazy but cool, tosh needed his own civ. Dedicated to covert ops, he starts with espionage and observant ships. Makes plans based on the state of the galaxy around him. High range and fast ships.

Notes: Custom foreground, leader picture, and logo. NO CUSTOM SHIPS. All of my uploaded civs are meant for AI, not player control. (There is no starting screen text or civilian names). None of my civs use Drengin (Red) as their borders as I use that for my own civ.
