Behavior: scientific, cultural

Description: Another member of the blue man group. The consulate officers start with 2 constructors, receive bonuses to science, mass and culture and have reduced maintainence costs.

Notes: Custom foreground, leader picture, and logo. NO CUSTOM SHIPS. All of my uploaded civs are meant for AI, not player control. (There is no starting screen text or civilian names). None of my civs use Drengin (Red) as their borders as I use that for my own civ.
