You have to unfreeze the balloon for it to fly.
Controls are . to go up and / to go down.

Its just flatgrass but this mod: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=185609021 changes the cycles of day so it was currently nighttime
