This is only COOP. You can try to play as SP but it will be very difficult. Controlling AI in Georgetown is not going to be easy.

if you want an easier time playing it as SP use zeuss enhanced mod as well as echos sandbox everywhere, you need the second one to let you play as zeus. works for any mission.
