To reduce the total size of the Workshop item, I didn't upload the sub-buildings. I'm hoping that there is no need to do so.

PLEASE let me know if the assert turns out to be incomplete if its sub-buildings are not included on the Workshop.

The 'Small Town Newspaper' is an attempt to simulate a newspaper for a mid-sized city (I plan to make a big city version later), with Offices, a Printshop, and a Distribution Facility.

The first image shows the front side of the 'Small Town Newspaper': the Offices and a small Plaza ( the park function). The second image shows the back side, with a delivery of "paper" being made to the Printshop.

The 'Small Town Newspaper' asset itself functions as a park -- it can be found on the Parks\Plazas tab. It contains three RICO-defined sub-buildings, requiring 105 employees in total --
TDH_SmallTownNews_Office - Level 2 Office; workplaces="5,20,15,10"
TDH_SmallTownNews_Printer - Level 1 Forestry Processing; workplaces="8,8,7,2"
TDH_SmallTownNews_Distribution - Level 1 Generic Industry; workplaces="15,8,6,1"

If RICO isn't enabled, the sub-buildings will operate as zero-draw parks (that is, they don't attract visitors and they don't break the asset), and the Small Town Newspaper asset will function simply as a park.

The number of employees required by the sub-buildings is based on use of the "Realistic Population and Consumption" Mod ( https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=426163185 ). If these numbers are too high (or too low) for your gameplay style, you can always override them via the RICO Mod's Settings tab (search for "news").

The 'Small Town Newspaper' asset has a 6 x 8 footprint, with a two-lane street extending from the back side for deliveries to and shipments from the Printshop and Distribution Facility. In my testing, this street extension was automatically joined to an existing 2-lane street when placing the asset. Alternately, this back-side access road can be drawn after the asset itself is placed.
