Place this "intersection", then place BloodyPenguin's double track freight station in between the one way tracks.
If you are using this as a regional rail connection place police, fire, crematorium, and incinerator along the road. Otherwise, skip the service buildings and continue as below.

For your regional transfer station/ train traffic soak do not provide any road connections from this station to any other road. This way all rail imports/exports will go through this station and transfer to a local train to travel to a local cargo station closer to where the freight is needed. Using the double track cargo station means all the freight is transferred from one train to another inside the station, and it will not spawn any trucks which helps keep your game running smoother.

Then connect the one way train lines to your cargo station and the two way ones- one side only connected to your regional rail line(s), and the other side only connected to your local rail line(s). This arrangement will transfer huge volumes of freight to and from your import and export.

This method has at least two advantages: it dramatically reduces random truck traffic in your city because most trucks will go to and from the nearest rail cargo station instead of all the way across the map, and because the trains never cross through this station it forces every train to despawn when empty and spawn a new one to send freight out. This single station also replaces two vanilla cargo stations, so it is cheaper to keep running.

I also use this method at very busy local cargo stations to reduce the number of trains if they get too heavy locally rolling from one area to another. If you have a good local cargo network, it will cut the number of trucks crossing your city and help with traffic.
