Tax Vassals 2.0

Description
Vassals and Protectorates will now pay tax to their overlord.

Energy and minerals:
Tributary 30%
Vassal 15%
Protectorate 7%

Compatibility
Edits 00_subjects.txt and 00_tributary.txt
Should work with all 2.0 versions but only tested with 2.0.4

This is not an original idea. Many mods have added this to previous versions of the game. I just couldn't find a 2.0 compatible version so created this.
