Outlander Rebalance (v.33)

Description
Outlander is the least popular class by a large margin. This is not because they are less adept at killing enemies, it is because they lack certain standout defensive and utility skills, which forces them into a small number of functional builds. We've all heard of the Glaivelander.

This mod is not ambitious enough to claim to 'fix' outlanders, it only aims to shore up some holes in the design of the class and maybe allow some people to break the mold and try some different approaches.

I'm sure that many people will consider these changes overpowered. I may be inclined to agree, but they have made my outlander far more fun to play and that's what I consider important.


Features:

Chaos Burst:
*Now builds charge

Reasoning: Convenience

Shattering Glaive:
*Now builds charge
*Tier bonuses now each give a 15% chance to shatter shields.

Reasoning: Convenience and to give builds that do not use Venomous Hail a shield break effect.

Glaive Sweep:
*Final tier bonus now shatters shields

Reasoning: To give builds that do not use Venomous Hail a shield break effect.

Stone Pact:
*Added absorb shield. Shield strength is half that of an un-charged Forcefield but will be re-applied every time you re-enter the field, like the heal.
*Changed tier bonus. Reflect damage was replaced with 5% less damage taken per tier. 3 second duration.

Reasoning: Outlanders active defensive options were paltry at best, and a small heal over time was a drop in the bucket, now it actually feels like a real defensive skill. The damage taken buff was inspired by the Embermage skill 'Immolation Aura', with which they gain the same damage reduction and has 100% uptime.

Blade Pact:
*Increased duration of the debuff to 9 seconds.
*Debuff now reduces all armor, not just physical.

Reasoning: Convenience and added utility.

Repulsion Hex:
*Duration scaling increased. Will last about 30% longer at all ranks.
*Each hit has a 5% chance to shatter shields

Reasoning: Convenience and to give builds that do not use Venomous Hail a shield break effect.
(The shield break chance may seem small, but the hex fires faster with more points invested, capping at 3 times per second at 15/15.)

Shadowmantle:
*Increased Duration to 5 minutes, cooldown unchanged.
*Severely reduced damage reflected to compensate.
*Reduced reflect and blind chance from 72% to 53%.

Reasoning: With a 16 second cooldown and 10 second duration, this was just a pain to use. With an uptime of 62% and 72% chance to reflect, you have an effective ranged defense of 44% (Only if you remembered to recast it every 16 seconds). The new version has an uptime of 100% and to compensate it's reflect percent was decreased, resulting in an effective ranged defense of 53%. A small buff, but much more convenient.

Shadowling Brute:
*Increased movement speed
*Increased Duration
*Removed cooldown
*Mana cost increased by almost 50% to compensate.

Reasoning:
I never really found a use for this guy with his 10 second duration and 30 second cooldown. By the time he actually got going, he was gone. Now he's a good temporary summon/damage skill.

It is stone_pactv1.mod, since this mod started with me wanting to improve that skill.

I'm trying to merge this into a personal mod pack, but I can't find it in the mod manager or with guts. Is it the "stone_pactv1.mod" or am I missing it entirely?

Anyway, it happened to me a long time ago, I lost some important sources, but they were important enough for me to decide to redo them from scratch, and maybe you'll be happy to know that you go much faster to redo it the 2nd time because you remember the trciks you used the 1st time !
My 2c in case you decide to continue this !

You can only have one at a time, don't worry.

Unfortunately I lost the original mod folder when I had to format my hard drive a few months ago and I can no longer make any changes to the mods that I have already published. If I make any more changes I would need to publish them as a seperate mod.

I'd like to note that the Brute's duration is increased by Shadow Ritual... but it was freaking short by default (seriously, I calculated you'd have to near-max Ritual in order to get close to the cooldown time). As it stands, I haven't gotten far enough to actually use it, but is there a limit on how many you can have out? If you can spam it, that's a bit of a problem.

Also, Bane Breath is freaking useless at the moment. Any chance you'll improve that somehow?
