It seems your biggest issue is that you are zoning too much at once.

You have giant areas of empty RCI zoning, as the empty space means it i reserved and trying to grow. but too much zoning makes demand get low, so it hardly grows anything.

Try to dezone the empty areas and it should get demand bars back. just try to keep demand bars around 50%, so you can keep growing your city.
