That number matches the Workshop item ID at the end of this page’s URL.
You’ll also find a copy of the same file after subscribing here:

To open or extract a `.vpk`, use **GCFScape**. Change the voice folder of coach.
After that, you need to do "snd_rebuildaudiocache" from the console.
