Introduction
This build aims to help you concluding your missions the loud way. It is compatible with solo or multiplayers sessions, up to the Mayhem difficulty level.
This build has not been specifically designed with Death Wish and Death Sentence difficulties in mind.
It is thus possible to be less effective in higher difficulty levels.

This build can be summed up in a few main perks:

  • Recover your armor thanks to headshots (Enforcer)
  • Benefit from optimized stamina and mobility (Technician, Ghost)
  • Be able to dodge bullets while running (Ghost)
  • Deal as much damage as possible thanks to silenced weapons (Ghost)
  • Improve the use of Akimbo weapons (Fugitive)
N.B: This build doesn't substitute the training nor the skill of the player.

@StickThing:
Unfortunately, I can't really give you any other piece of advice for these Akimbo main weapons, since they only shine in this build thanks to the mods coming from the DLCs. With the base game mods only, you clearly won't get an interesting damage/stealth mix.

I haven't played PAYDAY 2 in a while, but last time I did there weren't many weapons that were this efficient for this build (up to the Mayhem difficulty level, that is). I don't think that many guns have been updated since. I'll try to upgrade this guide if required on my next heisting session. In the meanwhile, the "Legacy Collection" is often discounted up to 90%: have you considered completing your arsenal of DLCs? ;)

is there a DLC-free alternative for primary weapon?

@JReysan:
I don't feel offended, don't worry: you're being constructive instead, so everything is fine. :)
"Lock n' load" from Technician can be used elsewhere if you wish, but I think that the rest of the tree can be useful if you go for clean and steady shots while moving.
The Enforcer skills are kind of "quality of life" improvements IMHO. They help improving your survivability by providing a better armor regeneration rate. But once again, up to you to customize the build and thanks for participating! ;)

Rather than investing to Tech tree, would be better if invested in Inspire and Pistol skill such as Gun Nut and Desperado, the trigger happy will help a lot also. Also the enforcer investment is too much if u are using dodge I think. Overall is nice some suggestion here.

P.S. Sorry if I offeneded you

+1 for not using the skrubby akimbo grimms that nearly every guide uses
