20 imperial units is enough for a single strong assault on a high tier space station, but 40 allows you to have your main attack force, ships laid out to prevent flanking, and have some in reserve.
That being said, this on the Steam Workshop gives you the freedom to use it one day, or not without altering your files (its a copy). It also work in multiplayer because it is quite popular.
If everyone does it differently, nothing will work great.
