'End Of The Cycle' Shroud Multiplayer fix and chance modification [2.1.*]

Description
Modified version of my other mod:

Enables the "Form a Covenant with the End of the Cycle" option in multiplayer. The chance will be 20% instead of ~1.5%

This mod is not Ironman compatible (Though why you would use it for singleplayer..?)

Compatibility:
Should work with anything that doesn't modify
/events/utopia_shroud_events.txt
