While The Royal Empire is fairly wealthy in comparison to others not all this wealth can be distrubuted evenly between the people, this means that from time to time, those who cannot afford taxes are usually exiled from the city, eventually they will group together and either become pirates or try to live their own life. Brimley is an example of this, practically a giant residential complex for exiles this tower is a hodge podge of people building and adding to an originally small structure to make room for more people.

Exposed pipeworks, uninsulated cabling, concerning fire hazards and more structural instabilities than people in the building are just some of the delightful things you can find within the tower. However this tower is not alone and posses shipyards and docking ports to trade with other improvised settlements. Often, the Empire will leave these kinds of structures to their business but if they don't contribute to the economy and get in the way of a battle or any sort of major construction...
