Increase town inventory cap X2

Description
This mod increase your inventory cap until 2 times.

One hearthling gives 300 ( vanila 150) inventory cap

And basic inventory incresed too 3000 (vanila 1500)

For new game, this mod will be directly applied.
But when you play loadig game who saved before this mod install.
You have to accept a new hearthling.

Mod still works, just not for the northern alliance from what I can tell, I've fixed that and made a x5 and x10 version if anyone is looking for something like this mod.
