Great mod i really love how you made the ERE more historical accurate, a superpower of its time. I however have a question about a trait, what does "superior quality ships" mean? Does it have more hull structure or is it something completely different?

then it works as intended. you probably need some other mods improving the game so that smaller factions can bite also

romans are too strong i believe , 407 ad 52 regions for western roman and 32 for orient ^^
