Better Post-Apocalyptic

Description
I am not sure what the problem is, but sometimes when I upload this mod from Stellaris it updates my already submitted mod, and other times it creates an entirely new submission. Not sure what the issue is, apologies.

This mod was created for personal use for myself and others so I highly doubt it is balanced, but its still fun. You have been warned.

The aim of this mod is to make the Post-Apocalyptic civic and Survivor trait much (much) more thematic than they already are. In many fantasy worlds that have a post-apocalyptic theme, the people in them are survivors to the core. They get by on less than the necessities, they are hunkered down, sparsely populated, hardy. Usually they are intuitive in what little infrastructure they can set up. This mod seeks to emulate that fantasy somewhat. All-in-all, it aims to make your empire expensive and slow to build, but very efficient.

The mod itself is simple - it is just a Survivor trait and Post-Apocalyptic civic replacer and touches nothing else outside of the English language file. The changes to Post-Apocalyptic and Survivor are as follows:

Post-Apocalyptic~~~~~

The two penalties here might not seem like much, but they are entirely global. This means they affect some things that cannot be reduced by any way in the game, and have a significant impact even in the late game. Even with a huge upkeep reduction, myself and others have found it challenging to keep up with the mineral costs, especially if you are unlucky with techs. They also impact the early game, combining with the large tile clear cost of Tomb Worlds. It should be noted that the Global Build Cost does not affect the cost of clearing tile blockers.

Global Upkeep: -50%
Global Build Cost: +25%
Global Build Time: +12.5%

Survivor~~~~~

Survivor has been a bit of an interesting one to balance. The huge food consumption reduction seems like a big deal, but the way Growth Speed works with the -20% malus it is much slower to grow pops in the early and late game compared to other civs, even if you are getting a +200% bonus from food surplus. Thus, the food reduction mostly serves to make early game a bit easier, along with Consumer Goods Cost, as building for you will be both slow and expensive. The Migration Speed and Resettlement Cost both serve as background fuel and to make your colonies even slower to grow as you essentially need to start each planet from scratch, so I increased Leader Lifespan to 20 years instead of the original 10 as a little bonus.

Leader Lifespan: +20
Consumer Goods Cost: -20%
Food Consumption: -90%
Pop Growth Speed: -20%
Migration Speed: -200%
Resettlement Cost: +100%

Suggested Complimentary Mods:

This mod sets your habitat preference to Tomb World. Currently, there is no way in the game to create tomb worlds unless you subject the filthy xenos to Exterminatus. I highly recommend the mod below, as it enables you to terraform tomb worlds once you unlock terraforming and the special Tomb World terraforming tech the mod introduces. I am currently working on putting together more things for this mod instead of just being a straight civic/trait replacer, so at some point this feature and others will be in this mod.

I do not own the posted image. It has been on my computer for a very long time so I do not have a source. I just think it looks cool.

Tomb World Creation is by sbshing and I do not own it in any way, shape, or form.

Obviously, Stellaris is owned by Paradox Interactive.

So there is a problem that this mod is having for me it's essentially saying my pops are not my main species which isn't to bad because I can just change their citizen status most of the time but for a xenophobic Empire it prevents such thingas and so I start the game with my population considered undesirables and being forcefully expelled for being too allien.

I suggest a good mod to make this compatible with is The Government Overhaul Mod.
