Report a translation problem
I checked how it ran with the Boshin (FOTS) campaign and found it merely limits the recruiting slots. Capitals that begin with a citadel are uneffected, but slots of other capitals that need upgrading will actually loose the home province recruiting slot upon upgrade. The only way to gain recruiting slots is though building the advanced barracks after the appropriate research is done. I was fine playing through a campaign with this on; in fact, it prevented the computer AI from sending waves of artillery spam against me. It was rather nice having a breather as I prefer elite troops and outmaneuvering the foe, to numbers.
No real compatability issues were detected.
