City States Open Borders

Description
Descriptiton
Grants open borders in city state's territory to every major civilization that has at least 3 envoys in that city state.
So e.g. if you have liberated a city state, you will not have to fear that your units will be teleported out of its territory.

The open borders will then last for ever even if you lose envoys. Of course City States will never get open borders in the territory of any civlization.

Mod broken cannot enter City States at all even when suzerain

This mod appears to have some conflicts with other popular mods. I haven't the time to figure out which, but it is causing the reverse so all CS borders (even if you are Suz) are closed to you. Very frustrating!

Do you think a version of this would be possible where the number of envoys needed for open borders to non-suzereins increases in later ages? Maybe with a 5-10 turn grace period for liberators

To anyone wondering: the mod is currenlty not working, in fact it prevents players (and AI) from entering any city-state borders, even those you have suzerainity over, you can enter their borders if at war with them however.
