The lower city threw me off at first. "How am I supposed to get out of there?" After musing for a bit, I noticed the boards and steel were raw materials and they didn't have to leave, and I was able to just play around sending quickie trains periodically to build up my third and fourth train cost. I sailed after that.

I'd try to find a way to force the player to abuse the wrench area.
