League of Nations

Description
Features
By default the League of Nations is created when starting a new game with the historical correct member states, but there is a custom rule that you can select before starting the game to disable the League of Nations at the start. In that case, a decision to form it will be available.
With the historical focus turned on, AI countries will leave the League of Nations when they left in real life (e.g. Italy will leave in 1937), and there are three historical "accurate" resolutions in the council of the League of Nations: Resolutions regarding the Italian-Ethopian War, the Anschluss of Austria and the Soviet-Finnish Winter War.

Due to the possibly problematic position of the button to open the League of Nations window, this can be moved with a console command. set_lon_button_position X Y (where X and Y are the values for where to move the button, so e.g. -10 -10 would move the button 10 px to the left and up from its default position).

Level of Aggressiveness
Every country has a level of aggressiveness between 0 and 100%, which is increased or reduced by specific actions (e.g. being at peace, declaring war, annexing a country, etc.). If it exceeds 10%, a resolution in the council of the League of Nations can be started against the country.
The level of aggressiveness of each country is displayed in the detail tab of the specific country, but you can see your own level of aggressiveness at the top bar as well.

Resolutions
Any member of the League of Nations can start a resolution against any other country, if it has a high enough level of aggressiveness and the other requirements are met (e.g. no resolution active, no election active, country wasn't a target of a resolution recently, etc.). A resolution can't be started against the leader of the League of Nations.
A resolution can be started by either clicking the specific button in the diplomacy view of the target country or by clicking the specific button in the League of Nations window and selecting the target from the list.

Each member of the League of Nations, except the initiator and the target of the resolution, can vote for or against imposing sanctions against the target. For the resolution to be successful the majority of members has to vote for sanctions.

If the resolution is successful, the type of sanction with the most votes is chosen. The possible types are:
  • Trade sanctions (trade opinion of all members of the target: -50)
  • War (all members gain a war goal against the target)
  • Kick out of League of Nations
    • target is forced to leave the League of Nations
    • target has to be a member of the League of Nations
  • Form coalition
    • if the target declares war on any member, all members are called to arms
    • second reform (Defense) of the League of Nations has to be completed and target must have a level of aggressiveness of at least 50%
  • Embargo on Luxury Goods (target loses war support each week and has increased consumer goods for 105 days)
  • Economic Sanctions (target loses stability each week and has decreased construction speed and a malus on Political Power gain for 75 days)

If the target recently annexed another country / states, it will have the opportunity to release the annexed country / give back the annexed states to prevent the sanctions from coming into effect.
If the target recently declared war on another country, it will have the opportunity to sign a white peace with the country to prevent the sanctions from coming into effect.
If the target recently used a nuke, it will have the opportunity to get rid of all its current nukes and gain a malus that prevents them from producing any nukes for 31 days to prevent the sanctions from coming into effect.

If the resolution was successful and the sanctions are imposed, the country can't be the target of another resolution within the next 150 days, otherwise within the next 100 days.

Elections
The leader of the League of Nations is usually elected every year, although elections can be disabled by a reform of the League of Nations. The members also have the option to start a no-confident vote, which will set the time til the next election to 1 day. Elections are not held while a resolution is active.

As a member the list of countries in the League of Nations in the League of Nations window has a checkbox to give your vote to this country. Hovering over the name of the country will display what country they vote for and hovering over he checkbox will display how many countries vote for it. If you don't select any country before the election happens, you will abstain.
Hovering over the text at the top that states who currently is the leader will display who will most likely win the next election, if the votes remain as they currently are.

The AI votes after a scheme, that gives scores to all members.
The country that has the highest score receives the vote, this includes themselves.
The AI checks their vote every week and changes them, if necessary.

Reforms
The leader of the League of Nations can select reforms of the League of Nations:
The last reforms of the two mutually exclusive branches have the following effects:
  • Reform the League of Nations into a faction (all members that accept join this new faction)
  • Reform the League of Nations into one nation (all members that accept are annexed by the leader)

Each reform takes 180 or 210 days to complete. Reforms can be disabled via a game rule.

Inviting into, joining and leaving the League of Nations
The leader can invite other countries into the League of Nations. To invite other countries as the leader, you need to go to the diplomacy tab of the country you want to invite and click the specific diplomatic action. The country can then accept or refuse the invitation.
The leader can accept or refuse membership applications. To ask the leader for permission to join the League of Nations, you have to go to the leader's diplomacy tab and click the specific diplomatic action.
In both cases, after the action was accepted, all members of the League of Nations get an event to agree or disagree to the new membership. If the majority accepts, the country joins the League of Nations.

To leave the League of Nations, you have to open the League of Nations window with the button at the bottom right and click the "Leave" button inside of the League of Nations window.

Could you add an update so that after a L.O.N nation's war happens (for example, our timelines winter war), the LON dissipates, and post-war, reforms into the U.N

@NaCl: Opinion and different ideologies mostly affects the AI to do a non confident vote. Demoratic ones will also do it if the leader has too much threat.

How do I encourage the AI to kick out the current leader and make me the leader?

Genuinely one of my favorite mods, it makes the game a lot more intense without making it completely unplayable or annoying. It makes you actually think before you declare wars, are the Baltics worth the sanctions and possible war decorations by other major powers? What affect will this war have on the alliance?

I just want to highlight some of the things that happened in my Soviet game.

1937: The Republic of Bolivia is elected the newest leader of the league of nations.

1938: The Spanish State is elected the next leader of the League of nations. However, due to a vote of no confidence, they are removed in late February.

1939: Germany declares war on the British Empire. A vote is cast, and a sanction on luxury goods is declared if the German Republic doesn't back out of the war. The next month, Germany signs a peace deal with the British Empire.

@LimonZitrone can you make a decision that will make all countries to vote for you as a leader?

@Yared: I assume you mean the display in the diplomacy tab? That doesn't have anything to do with updating values, but just how the game connects the windows. If the fade time is removed from the window, it should stop. However I had issues before, especially late game, that without the fade time it would eventually start flickering when it wasn't supposed to show (e.g. when looking at the intel tab). Not sure if that has been fixed by now, but I suppose you can test it by removing or commenting the fade_time and fade_type lines for the two windows in the leauge_of_nations_diplomacy.gui file. If there are no issues anymore, I can update it.

@DxxTh: For what exact purpose? Ideally you would just have the mods be used together.
But if you want or have to make changes to this mod, be it for compatibility or just stuff you want to work differently, then yes you can use it in another mod, if you give credits (at best with linking to this mod page on the other mod's workshop page).
