Shorter Status Pod Wait Time (5 Min Recharge)

Description
This (as the name says) reduces the wait time that is applied to Status Pods. This is done because I downloaded the Movable Status Pods mod by Azure Fang and wanted a smaller amount of activation time between me opening it and it being activated again. This mod slices the wait time down by 3. I will also be making a 1 minute wait time mod.
