Dutch License Plate

Description
This is my best attempt at adapting the dutch license plate to the size of license plates in CMS2018. I'll likely be updating this later on to make the stars better or to make it frame the actual license plate number better, but this should be very serviceable for now.

De nederlandse vertaling staat online( vergeet niet dat het nog een process is, de vertaling is dus nog niet klaar ! )

you cant set colour of the text for the plates?
