There are a lot of complaints that PC does not offer good scenario game play. The criticisms are justified, but carefully crafted scenarios like this one (and dare I say, a few of mine as well) can compensate for the game's shortcomings and provide a rewarding gaming experience.
If you are having trouble making money:
Venetian Carousel: Spin fast * 4
Teacups: Clockwise * 5
100% scenery, price at just under 3 * (prestige / 100)
Works for almost every scenario.
