Description
Baltia is a formable nation that can be formed by any nation in the Baltic culture group (and now German) once they reach admin level 10 and posses a number of provinces in Estonia, Latvia, and Lithuania. The Baltic Union is formed only by a Baltic nation and not a German or Prussian one as historically the Baltic Duchy was envisioned as, and is centered around Latvia. Aside from the decision to form the nation, which adds all three Baltic cultures as accepted cultures if they are not already in order to save diplomatic points, there is also a decision to move the capital to Riga which grants significant development and prestige. Riga can also be changed to the primary culture of your nation so long as it is formed with a Baltic culture nation.

Forming Baltia gives Baltia a claim on the entire Baltic region, from the Prussian-Teutonic territory to Estonia.

Baltia is also seperately formable by any German cultured nation, and has a seperate decision to do so. This route cannot be used however if the country has already formed Prussia or Germany and it will still remove the country from the HRE. The province names will still be in Lithuanian and the leader names will still blend German and Baltic names because this country is more inclusive of its Baltic subjects than any other historically German led Baltic duchy. Forming Baltia as a German will make your primary culture Prussian (if it isn't already) and still give you claims on the whole Baltic. You must however be Protestant or Reformed, like Prussia, otherwise the nation could be formed by the Livonian or Teutonic Orders and still have the monastic government, which doesn't make sense as Baltia. It also requires different provinces than the Baltic led version, with Reval and Memel instead of the core Lithuanian provinces.

This nation cannot be formed by the Polish-Lithuanian Commonwealth even if it is led by Lithuania.

The leader names, monarch names, and ship names come from a combination of many of the names from the other Baltic nations. Names from Lithuania, Livonia, Estonia, and the Prussian nations of the region are all mixed together in order to give the nation its own unique blending of cultures and give it far more dynamic names than each of them have on their own. The province names depend on which culture is leading the nation, and the Estonian and Latvian cultures have been given the Lithuanian province names which edits the province names for the cultures themselves beyond just Baltia.

The flag is the current naval ensign of Latvia with the white in the middle changed to black, to reflect the region's history under the Teutonic Order (and/or Estonia). Latvia's flag with its current color scheme is one of the oldest flags in Europe, and so it being the basis of the main flag of a Baltic nation would make sense (Lithuania also being red makes it easy to incorporate under it).

TAG = BLT (if using with other nations mods, make sure the tags don't conflict or they won't be compatible)

Changelog:

@BearClawBaltic I haven't added any ideas for Baltia yet. If I did, I would probably model them off of a mixture between Kurland's and like Lithuanias or something, but would probably include a free colonist like Norway's or something to that effect.

I haven't heard of Kurland colonizing Maracaibo, but they did compete for Tobago. They also apparently had a colony in Gambia in Africa.

If you want the Kurland experience at Baltia in the meantime, you can form it with Kurland by just forming Kurland first or historically starting as them and taking the provinces you need.

What king of ideas Baltic nation have? Will be there some special quests to colonize Marakaibo and Tobago? As historically duchy of Kurland had colonized it.

I think I am going to additionally add another identical formable nation except have it available to be formed by the German culture group, as I think this nation on its own is highly unlikely to form unless the player actively pursues it. The German version will be centered around a reformed Livonian Order so will only require provinces in Latvia and Estonia instead of Lithuania, but will require the player be Protestant or Reformed like with Prussia.
