It's a cheat-only item that gives you access to all items in game. It's mostly for developers, but some players know how to get it too.

You craft it in the forge, it has a similar recipe to the ice shield.

It's a fine gif, but the coolest part of the flame shield is when you light melee enemies on fire with it :P.
