The reaction wheel that's installed on the vehicle is intended to assist with tipping on the lower gravity worlds. Additionally, you can use the "T" key to turn on SAS for some automated stability control. So in addition to just mashing D-W... you also need to manage roll Q-E on low grav worlds.
It's a fuel truck, so yeah, it's gonna be top heavy and you just have to manage roll, but the SAS should help somewhat. Along with low speeds and some counter-roll with the Q-E keys if it starts rolling in one direction or the other.
