Hopefully works as intended, use if you use my genocide mod with Elder Kings.

"l ran into a bug on a fresh save where I was unable to appoint a Divine Prosecutor.
If anyone else is having this problem you can resolve it by opening the sinocide ek st.zip file and then opening sinocide_scripted_triggers.txt.
In that file scroll down to "can_be_spiritual_trigger" and then remove these lines:

liege = {
religion = ROOT
}

Save it, and then save your changes and then re-zip your files together."
