More Orderly German Namelist

Description
This alters the German namelist so that it doesn't skip large amounts of divisional numbers and instead makes sense. It also gets rid of the issue where German divisions will be numbered in the 900s and 1000s after all of the divisions on the namelist have been recruited.

I realize that this is ahistorical.

I don't think the new update effected the namelists for units, unless it did then it probably needs a quick update

Yeah, tell me about it. I played a GER vs Expert AI SOV and all my tanks were labeled 1012. Panzer and that just bugged the hell out of me.
