Text-To-Speech !tts (Beta)

Description
This addon is currently in beta, please report any issues!

Compatible with all gamemodes

Description
Adds a /tts (and !tts) command that allows players to broadcast their text as a 3D voice (currently only in American English with male voice)
There is currently a cooldown of 1 minute between text-to-speech messages, this will eventually be made configurable along with many other settings.

The API is likely down, it's been years since I made this addon. I'm surprised it lasted this long.
