Proper Old Galaxies

Description
Significantly reduces the chances for protostars to spawn in old galaxies and increases the chances for yellow, red supergiant, red dwarf, and white dwarf stars to spawn. Also makes dyson sphere stars significantly more likely to spawn fertile planets and less likely to spawn sterile planets.
