More people in cities

Just adds a few more people in towns (just editing faction, so result may change).
It ensure you'll find surgeons and mercs more often, as well as some more people (tbasic recuits, random pacifiers, thieves etc).
Goal isn't to overpopulate, just to fill some towns that felt empty.

Feel free to notice me if some stuff is weird, I just tested with squin for the mechanics.
